Dan HallVice President of Operations - OR, NM, UT
Dan has been with ESS since October of 2017. He oversees the ESS West Region operations. His primary responsibilities include supporting operations in the West Region to ensure customer satisfaction, contract compliance and overseeing the West Region Call Center located in Hillsboro, Oregon. Dan has over eight years of experience in the education field managing the facilities services for several school districts and higher education locations. Before joining ESS, Dan was with a large national facilities services firm serving as a Vice President of Operations. He was primarily responsible for ensuring quality control, developing new business and establishing a high level of customer satisfaction while serving in this capacity. Dan is a graduate of Washington State University with a bachelor’s degree in English.
Noelle BaglivoRegional Vice President of Operations - NJ
Noelle has 15 years of experience working in human resources, and she is a specialist in identifying, fulfilling, and managing the personnel needs of school districts. She holds a Bachelor of Science degree and is a Juris Doctor Candidate at Nova Southeastern Law School, Fort Lauderdale, Florida. Noelle began her career in human resources in 2003 before eventually joining our team in 2010. As Regional Vice President of ESS in the northeast, Noelle’s expertise includes daily operational oversight, employee recruitment and management, customer satisfaction, and collaborative problem solving.
Doug SnyderRegional Vice President of Operations - FL, GA, SC, TN
Doug brings over 20 years of experience in the staffing industry to his role of Regional Vice President of ESS. Specializing in educational staffing, Doug has a passion for creating and implementing solutions for school districts that enhance operational efficiencies and provide valuable cost savings. He has the ability to fully comprehend our client school districts’ needs and provide the leadership necessary to meet those needs. Prior to joining ESS, Doug spent eight years as a senior regional manager at Kelly Services, an international staffing agency. Here he developed, motivated, and evaluated staff while providing first class communication with clients to ensure long-term client satisfaction. He also worked in business development at Willstaff Worldwide where he focused on effective service delivery for new customers. Doug graduated from Ogeechee Technical College in Statesboro, GA, where he earned a bachelor’s degree in marketing management and a Six Sigma Certification. He has served on the Board of Directors of the Green Briar Children’s Center, the Advisory Board of Ogeechee Technical College, and the Executive Board of the Georgia Employer Committee.
Wendy BeamRegional Vice President of Operations - AL, MO, MS, TN
Wendy grew up in a military family and has lived across the United States and overseas, and has lived in Franklin, Tennessee since 1982. She received her Bachelor’s degree from Auburn University and a Master’s degree in Education from Vanderbilt University with an emphasis in Human Resource Development. Wendy has over 20 years’ experience in human resources and operations. She has worked with Whirlpool Corporation, serving as Director of Training. Wendy was recruited by a national staffing company in 2001 and served for 10 years as Director and then Vice President of Operations. In that role, she oversaw the Substitute Teacher Staffing Program and led the start-up of the Manufacturing Process Outsourcing division (MPO). She has been PHR certified and was a former President of the American Society of Training and Development. She is STEDI certified through the Utah State University Sub Training program. Wendy joined ESS in 2016 and oversees all operations in Western TN.
Tammy WinnRegional Vice President of Operations - AL, AR, MS, MO
While working as a substitute teacher, Tammy saw first-hand the staffing challenges faced by school districts every day. These experiences led her to cofound her own education staffing company, SubTeachUSA, to provide staffing solutions to districts. After 15 years of tremendous success in Arkansas, Tammy and her company joined the ESS family. Tammy is an expert at providing staffing solutions to school districts in the southcentral US and is responsible for our partners’ satisfaction and program success in the region.
Scott CumminsRegional Vice President of Operations - OR
Scott has spent the last ten years working with public schools in the state of Oregon on a variety of programs. He started EMS SubDesk with the focus on the recruitment and placement of qualified substitutes for school districts. Prior to starting EMS, Scott worked from 2007-2014 with Northwest Regional ESD (NWRESD). His duties included the recruitment, training, placement, payroll interface, and management of substitutes throughout the region. In addition to his work with substitutes, Scott has overseen Medicaid Administrative Claims (MAC) Programs for districts. Other programs Scott has managed for public schools include Volunteer Background Checks, Regulatory Compliance Training, ACA implementation for substitutes, payroll and HR software implementation, Emergency Closure Notification software, and the Healthy Hunger Free Kids Act of 2012. In 2017, Scott and the EMS team joined the ESS family. Scott has a Bachelor of Science in Business Management.
Phil EngleVice President of Transitions
Phil has been facilitating the seamless transition of school districts to our staffing program for more than 11 years. He began as a district manager at Source4Teachers, working hands-on with school districts to create a customized implementation plan for each district. After Source4Teachers’ merger with ESS, Phil took primary ownership of school district transitions nationwide. Phil has personally overseen over 200 school district transitions since he first joined the company. He is responsible for developing an intimate understanding of each school district and creating a unique transition plan designed for their needs. Phil also oversees the Client and Employee Engagement Teams in NJ.
Katie has substantial experience in accounting and auditing over the last 11 years. She graduated from La Salle University, Philadelphia, Pennsylvania with bachelor’s degree in Business Administration, majoring in accounting and marketing. She began her career in 2007 at KPMG, LLP before transitioning to Energy Plus Holdings, LLC as a Senior Accountant. In 2011 she joined ESS and has since become Controller at ESS. Katie specializes in developing and implementing accounting procedures, directing and preparing financial reporting, and overseeing daily financial operations.
Jennifer ManganDirector of Business Development
Jennifer has over seven years' experience working at ESS. She provides marketing and sales support throughout the company. Prior to joining ESS, Jennifer worked as an Art Director for a south New Jersey company. She has ample experience in design and marketing and helps support ESS' regional and sales teams. For the past three years, Jennifer has been a board member of Camden Schools Foundation, New Jersey. She graduated from Saint Joseph’s University, Pennsylvania with a Bachelor of Arts.
Carrie MyersDirector of Human Resources
Carrie is a highly skilled Human Resources Manager with more than 20 years of diverse experience spanning all HR operations. She joined ESS as our Director of Human Resources in July 2017 where she leads employee recruitment and retention efforts to drive successful education programs for our partnering school districts. Carrie’s exceptional knowledge of state and federal employment law and regulations, paired with auditing experience, result in strict compliance and risk management. She is an adept communicator who sustains positive employee relations by working with personnel and managers to resolve conflicts and counsel employees. She also uses her communications skills to leverage social media as an effective tool for recruiting and engaging various audiences. As a certified Professional in Human Resources (PHR), Carrie has expertise in developing, implementing, and updating company policies to ensure alignment with company standards, HR best practices, and all relevant regulations.
Jeff BelzGeneral Council
Jeff has vast experience in representing the best interests of educational institutions, having privately represented public K-12 school boards for seventeen years. As in-house counsel for ESS, Jeff oversees all aspects of legal matters, including compliance, vendor contracts, employment matters, special education issues, student discipline, and policy development. After starting his own practice and supporting a fellow attorney in representing numerous school districts, Jeff was appointed solicitor for three school districts in New Jersey. He served as solicitor for fourteen years until he joined ESS. Jeff earned a Bachelor of Arts in political science from the University of Pennsylvania in Philadelphia and a law degree from Widener University School of Law in Wilmington, Delaware, where he served as a member of the ATLA Trial Competition Team and the Phi Delta Society.
Steve EricksonChief Information Officer
Steve currently serves as the Chief Information Officer for ESS. Before ESS, he was with the Intellectual Property and Science division of Thomson Reuters serving as the VP of Business Systems. Prior to that was an IT VP & CIO for Aramark’s Business & Industry Group (B&I), after being the IT VP for the Business Dining Group. Earlier in his career, he held roles as Director, Decision Support Systems and as a Senior Financial Systems Analyst for the Food & Support Services Group. Steve worked in the School Support Services Group as an IS Manager and in the Corporate area as a Senior Information Systems Auditor. Steve earned his MS in Information Systems from Drexel University after earning his BA in Economics from the University of Maryland. His background in business systems includes ERP, WIMS, Financial Systems, POS & Payment Technologies, and CRM. He is an avid skier and enjoys fishing and boating activities on the bay in Ocean City, NJ along with his wife and three children.
Jamie GuentherCompliance & HR Manager
As the Compliance and Human Resources Manager of ESS, Jamie leverages over 10 years of experience in managing substitute quality, professionalism, and behavior and state credentialing. She understands each state’s compliance laws and ensures all employees have the appropriate background checks and clearances. Jamie also manages our applicant system to provide automated, error-proof auditing of employee credentials.
